Herman M. Schwarz
Chief Executive Officer
Herman M. Schwarz is LogistiCare's Chief Executive Officer (CEO) with direct oversight of the company's strategic direction and day-to-day operations. Mr. Schwarz became CEO in May 2009 after managing all field operations as the company's Chief Operating Officer.
Mr. Schwarz has over 30 years of experience and proven skills in profit and loss accountability, strategy development, operations management, financial management, merger and acquisitions activity, sales and marketing leadership, application of public company requirements including Board of Director participation, and investor relations.
Before joining LogistiCare in 2007, Mr. Schwarz was the founder and partner of C3 Marketplace LLC, a buying service and sourcing venture that delivers cost effective sourcing from Asia to small and medium sized retailers and manufacturers. Other previous executive positions include President and CEO with Aegis Communications Group Inc., the country's seventh largest publicly-traded provider of outsourced call center services; various senior roles with Elrick & Lavidge, the marketing research division of Aegis; National Service Industries; Selig Industries and National Linen Service.
Mr. Schwarz holds a master's degree in business administration from the Wharton School of Business at the University of Pennsylvania and a bachelor's degree in business administration from the University of Virginia. Mr. Schwarz serves on the Board of Directors of Redflex Holdings, an Australian stock exchange company, and is a member of the Georgia State University Marketing Roundtable.
Chief Administrative Officer
Albert Cortina is LogistiCare's Chief Administrative Officer. He has direct oversight over finance, accounting and network claims management; contract development, negotiations and implementation; underwriting and contract trend reporting; system and process optimization analysis; centralized facility and purchase management, contract compliance and risk management. He also provides important input into the company's business development and growth strategies.
Mr. Cortina has been integrally involved in the growth of LogistiCare since 1997. He served as the company's Chief Operating Officer for over five years and served as Executive VP of Finance and Strategic Development, as well as Controller previously. Mr. Cortina played a key role rolling up the "any provider billing" State claims based NET business and in developing, selling and proving out the cost savings and quality benefits of privatization of the Non-Emergency transportation model to Governor's Office, Chief of Staffs and Medicaid Agencies. Mr. Cortina was key in developing the software management system and business processes used by all LogistiCare operations today to deliver high quality, affordable, medical transportation services. Mr. Cortina earlier involvement focused on the transitional development of the company's original platform and dispatching software to its current multi-disciplined and multi-module integrated proprietary management software of LogistiCAD™ today, which so effectively integrates all aspects of NEMT operations.
Mr. Cortina came to LogistiCare after holding the Chief Executive Officer position with Premier Practice Management, a multi-specialty physician practice management organization; and its successor, Caremark/MedPartners Physicians Services Inc. Prior to that Mr. Cortina held various executive positions with private physician groups and with the State Auditor's Office where he conducted Medicaid health and cost report audits on national nursing homes, home health agencies and hospitals.
Mr. Cortina earned a bachelor's degree in business administration from Florida State University, and he is a licensed Certified Public Accountant.
Chief Information Officer
Ed Ringer is a highly accomplished and customer-focused Information Technology Executive, with a track record of success spanning over 30 years. Commandeering IT strategy, leading technical teams, introducing new technology, completing IT turnarounds, system integrations, and implementations of technology that maximize the value to the business. Mr. Ringer effectively leads and aligns geographically dispersed teams around key corporate goals, ensuring the delivery of high-quality results. He leverages strong business acumen and solid technical expertise to craft strategies that capture significant improvements in cost savings and revenue while enhancing operations.
Mr. Ringer holds a Bachelor's in Science Engineering Design and Economic Evaluation from the University of Colorado. His expertise includes but is not limited to Six Sigma Process Data Center Consolidation, Web Development Graphics Consolidation, Application Maintenance/Integration, Profit and Loss ERP Implementations Data Warehouse, Cognos 10 Salesforce.com Enterprise Technology, and Corporate Technology Governance.
Chief Operating Officer
Jim McGean is LogistiCare's Chief Operating Officer (COO). Mr. McGean's mission is delivering financial/operating results via building the most talented team in the industry and delivering operating efficiencies, controls and processes. He has direct accountability for delivering excellence across the company's vast nationwide transportation, all customer service operations, and other support functions which focus on exceeding the expectations of LogistiCare's stakeholders: clients, members, healthcare facilities, and transportation providers.
Mr. McGean is a high energy Strategic & Operational business leader, who has consistently delivered exceptional revenue, profit and operational results over the past 25+ years. He has demonstrated a strong ability to: grow multi-billion dollar businesses, build industry leading customer service teams, effectively lead large geographically dispersed work forces, develop strong strategic partnerships with third party companies to improve growth & operational performance , and design operational and Go-To-Market capabilities that lead to improved execution.
Prior to joining LogistiCare in 2015, Mr. McGean was Managing Partner of MobiNue, a business improvement consulting firm assisting medium size companies growth via strategic partnerships. Previously, Mr. McGean had a successful 22 year career at Verizon Wireless, the nation's number one wireless provider, where he was President-South Area responsible for a $15 Billion P&L, leading a 16,000+ employee team (including six large call centers), serving 20+ million customers, supporting 10,000+ sales & service locations, marketing, finance and network technology performance, among other functions.
Mr. McGean earned his Master's Degree in Business Administration from the Robinson School of Business at Georgia State University, and his Bachelor's Degree in Economics from Emory University. He is currently serving as a Board of Trustee at Gwinnett Technical College and has previously served on the Boards of the Metro Atlanta Chamber of Commerce, Georgia Chamber of Commerce, Emory University Board of Visitors, and Children's Healthcare of Atlanta Sports Foundation.
Steven D. Linowes
Executive Vice President
Steve Linowes is LogistiCare's Executive Vice President, with responsibility for expanding the market opportunity for the company's services and leveraging those core services into new markets. Mr. Linowes oversees all sales, marketing, and new business development functions as well as the operations teams responsible for managed-care organizations, which will continue to play a pivotal role in the growth of the company and in the evolving healthcare landscape. As LogistiCare expands into new markets, Mr. Linowes additionally provides strategic direction to the company's marketing, branding and media relations activities.
With more than 25 years of successful leadership in both Fortune 500 and entrepreneurial companies, Mr. Linowes has a proven track record in creating new markets and growing early-stage opportunities into successful, scalable businesses. He leverages this experience to expand LogistiCare's service offerings in the healthcare delivery marketplace.
Prior to joining LogistiCare, Mr. Linowes was co-founder and Managing Partner of O8 Partners, a leading consulting firm specializing in accelerating organizations' growth by identifying and implementing new product and market opportunities. Previously, Mr. Linowes was the founding CEO of Damballa, Inc., where he was instrumental in growing the company into a multi-million dollar business, supporting Fortune 500 companies such as Procter & Gamble, Bank of New York, Intel, and Comcast. Mr. Linowes also held leadership positions at Microsoft and Yahoo, developing strategic industry partnerships and highly-profitable, multi-billion dollar new market expansion.
Mr. Linowes received an undergraduate degree in Computer Science from the University of Michigan, and a Master's degree in Business Administration from Carnegie Mellon University.
Senior Vice President of Human Resources
Jenny Southern is a member of the Society for Human Resource Management (SHRM) and holds a Senior Professional in Human Resources (SPHR) certification. Mrs. Southern is a seasoned Human Resources professional with more than 25 years of experience in administration managing key human resources functions, including 14+ years with LogistiCare implementing NEMT contracts and managing all HR related federal and state regulatory and contract compliance requirements.
Since January 2002 she has held the positions of Director of Human Resources, Vice President of Human Resources and most recently was promoted to Senior Vice President of Human Resources for LogistiCare. She is responsible for directing and coordinating HR activities for 3800+ employees at more than 32 nationwide locations. She advises senior and line management on best practices, policies, regulations, and practical standards regarding equal opportunity/affirmative action employment, recruitment and hiring options, performance management and disciplinary procedures, employee relations, terminations, and employee benefits. Prior to joining LogistiCare Mrs. Southern worked for Deloitte Consulting for five years as a Regional Human Resources Manager.
Chinta Gaston is LogistiCare's Chief Legal Officer and General Counsel. She is responsible for all legal matters relevant to the company including contracting, litigation, and regulatory compliance. Ms. Gaston supervises the in-house counsel staff, manages relations with outside counsel, advises human resources, and oversees the company's compliance function. Ms. Gaston joined the company as outside counsel in 1999 and assumed her current position in 2003.
Prior to joining LogistiCare, Ms. Gaston was a managing director of Kroll Associates in New York City where she served as a compliance advisor to numerous companies and directed many internal corporate investigations. From 1992 to 1997 Ms. Gaston served as an Assistant United States Attorney in the Civil Division of the Southern District of New York. In that capacity, she represented federal agencies in a wide variety of areas including international public law, constitutional law, and regulatory and business issues.
Ms. Gaston began her legal career at Gibson, Dunn & Crutcher in New York City where she specialized in employment and other civil litigation for clients in the healthcare, finance, media and accounting industries.
Ms. Gaston received a bachelor's degree with honors in Linguistics from Harvard University and a J.D. from the University of Virginia School of Law. She is admitted to practice law in Virginia and New York.
