Board Members


Douglas G. Towne, Chair


For over 35 years, Mr. Towne has been an advocate in the disability community. He has worked in a variety of fields including mortgage, banking, marketing and public relations. Since 2001, Mr. Towne has been the Chief Executive Officer of Disability Relations Group, whose mission is to facilitate image and policy relations on behalf of the disabled community.

Mr. Towne is a former member of the Florida Rehabilitation Council for the Blind and the Florida Independent Living Council, appointed by Governor Jeb Bush. He also is a member of the National Steering Committee of Easter Seals Project Action (Accessible Community Transportation in our Nation). He holds the position of Chairman for the Disability Relations Fund, a non-profit organization.

Chinta Gaston, Secretary


Ms. Gaston is General Counsel to LogistiCare and its affiliated companies. She joined LogistiCare in November 2003 after a career as a litigator and business executive in New York City. In addition to donating her time to the LogistiCare Foundation, she is involved in community projects and has a special interest in providing legal services for persons in poverty. Ms. Gaston received her undergraduate degree from Harvard University and her law degree from the University of Virginia.

Joseph P. Handy, Treasurer


Mr. Handy is a Certified Public Accountant in public practice. He is the Principal of Joseph P. Handy, CPA, PLC, an accounting and consulting firm located in North Miami, Fla. Mr. Handy is often called upon to speak on Florida tax matters and has published several articles regarding taxation. Mr. Handy has worked with LogistiCare since 1990.

Mr. Handy received both his bachelor's and master's degrees in accounting and taxation from the University of Miami. He is also an active member of and serves on the Resource Council for the Humane Society of Greater Miami.

Anne H. Shermyen


Ms. Shermyen, a former public administrator and urban planner, most recently served as the Associate Director of the Bureau of Economic and Business Research at the University of Florida. A published author, she has contributed to numerous publications on topics of growth management and urban design, as well as serving as the Editor of the Florida Statistical Abstract. 

Ms. Shermyen completed her graduate and undergraduate work at the University of Florida. In recent years, she has focused her energies on raising her children and sport horses. Ms. Shermyen also is an active school and community volunteer and is involved in real estate investment.
