LOGISTICARE NAMES ANDREW SHIPP VIRGINIA REGIONAL MANAGER: Leads LogistiCare's Newly Opened Region 2 - Bedford, Va., Office

ATLANTA, GA, February 11, 2003 – LogistiCare Inc., the nation's leading specialized transportation network manager, today announced it has named Andrew Shipp to the newly created role of Virginia regional manager for Region 2 – Bedford.

An 11-year veteran in the transportation management industry, Shipp will be responsible ensuring that appropriate non-emergency transportation services are available to the approximate 55,000 eligible Medicaid recipients residing in the 16 county area that the Department of Medical Assistance (DMAS) has defined as "Region 2" in the Commonwealth of Virginia.

"The extensive experience and proven success Andy has in transportation management makes him a great asset to our newly created Virginia regional manager team," said Freda Smith, Virginia operations director. "His role is critical to LogistiCare's unique approach to specialized transportation. Our regional offices are the vital link between our Norton, Va., network operations center and the quality of service Medicaid recipients experience from the local transportation companies that provide them the actual trip service. We look forward to Andy's contributions as we continue to fully implement our expanded role in Virginia."

As a LogistiCare regional manager for Region 2, Shipp has direct responsibility for managing the local network of transportation companies in his service area, as well as all aspects of routing and dispatching and customer service. This customer service oversight includes maintenance of provider relations, problem solving, case management outreach, and quality assurance. He reports to Smith and will work out of the company's newly opened Region 2 – Bedford office.

Shipp comes to LogistiCare after serving as traffic manager of C.B. Fleet Company, Inc., of Lynchburg, Va., where he was responsible for client acquisition, fine reduction, logistics distribution systems and operating system improvements. Prior to arriving at C.B. Fleet, Shipp served as manager, motor carriers, for Albright & Wilson Americas, leading the effective coordination of company shipments to meet customer needs while maintaining highest safety standards.

Shipp holds a bachelor's degree from Hampden-Sydney College.

About the Transportation Network Manager Model
