ATLANTA, GA, January 21, 2003 – LogistiCare Inc., the nation's leading manager of outsourced specialized transportation network management, announced it has named Charles Blottner, Jr. to the newly created role of assistant Virginia operations director.
A 10-year veteran in the managed care industry, Blottner will be responsible for ensuring that appropriate non-emergency transportation services are available to all of Virginia's eligible Medicaid recipients.
In addition to overseeing day-to-day operations for LogistiCare operations in Virginia, Blottner also has direct responsibility for managing the approximate 300 local networks of providers who provide transportation services. This oversight includes driver and vehicle compliance requirements and operating quality standards, such as on-time performance. He reports to Freda Smith, Virginia operations director and will work out of the company's Richmond office.
Blottner comes to LogistiCare after serving as executive director of Community Health Associates Physician Organization (CHAPO) of Richmond, Va., where he was responsible for negotiating contracts with managed care organizations, implementing medical management programs and implementing marketing and compliance plans.
Prior to arriving at CHAPO, Blottner served as managed care coordinator for Patient First, negotiating and implementing managed care contracts for the southeastern and central Virginia markets as well as developing marketing strategies.
Blottner holds a master's degree in health administration from Virginia Commonwealth University and a bachelor's degree in business administration from the University of Richmond.

In Virginia, LogistiCare currently operates six regional offices and one network operations center in Norton to provide non-emergency transportation management services to the Commonwealth. The company won a two-year transportation brokerage contract in July 2001 with the Virginia Department of Medical Assistance Services and another contract with UNICARE in November 2001. In December 2002, LogistiCare expanded its service network for Medicaid non-emergency transportation (NET) in the Commonwealth of Virginia by taking over four regions previously served by DynTek. On a monthly basis the company arranges an estimated 280,000 trips for 250,000 Medicaid recipients.
