Jeff Felton

Chief Executive Officer

Jeff Felton was appointed Chief Executive Officer (CEO) at LogistiCare in July 2017.  Jeff chose LogistiCare because he has a strong belief in what LogistiCare does in helping people every day by providing them access to critical healthcare services that they might not otherwise have.  He intends to focus the organization on what LogistiCare does well and the immediate priorities of quality and exceeding our customer and member expectations, while building and executing a strategy for the future.  Jeff believes LogistiCare has not only built the leading non-emergency medical transportation coordination platform but has only scratched the surface of possibilities of providing essential services to its customers.
Jeff brings to LogistiCare more than 30 years of experience in the healthcare services and healthcare technology industries.  He most recently served as President of McKesson Connected Care and Analytics where he was responsible for multiple business units within McKesson Technology Solutions including RelayHealth, Strategic Intelligence, Extended Care Solutions, Capacity Management and Population and Risk Management.  Prior to working at McKesson, Jeff worked at Cardinal Health, Baxter Healthcare and Procter & Gamble.
Jeff earned a BS in Biology and a BA in Economics from the University of Cincinnati, and a MBA from the Kellogg School of Management at Northwestern University.

Robin Heffernan

CEO and Co- founder of Circulation

Robin Heffernan is the co-founder and CEO of Circulation. Robin is a serial entrepreneur, experienced executive, and former venture capitalist focused on healthcare and technology. She is passionate about shifting the healthcare cost curve, improving access and achieving measurable value for patients and healthcare companies. Prior to Circulation, Dr. Heffernan was CEO of Epidemico, a population health company spun out from Boston Children’s Hospital (BCH) and Harvard Medical School. Heffernan was responsible for licensing core technology out of BCH, rapidly scaling the business over a two year period and driving the successful acquisition and integration of the company with Booz Allen Hamilton. Her prior experience includes starting two other companies, Predilytics (acquired by Welltok) and Sample6 (still privately held), working as a venture capitalist at Flybridge Capital Partners and a strategy consultant at BCG focused on the healthcare industry. Heffernan is a Chemical Engineer by training, completing her PhD and BA at Harvard University.

Rich Boland

Chief Operating Officer

Rich Boland was appointed Chief Operating Officer (COO) at LogistiCare in June 2018. Rich chose LogistiCare because he feels rewarded to be working with people who truly care about the health and wellbeing of others, especially those that are often frail and vulnerable. He will be responsible for oversight and leadership of internal operations across all of LogistiCare and ensuring all LogistiCare Operations Centers meet goals and best practice standards for quality, efficiency and financial performance. Rich will play a major role in assuring the company continues to provide superior member experiences and maintain best-in-class client relationships. Rich brings a wealth of applicable business knowledge built during a 35-year career that saw him rise through the ranks into executive leadership. Most recently, he served as President and CEO of Atlanta-based BeavEx Corp., a leading national provider of time-critical, same-day business transportation and logistics services. Under his leadership, BeavEx engaged in an ambitious transformation agenda that optimized operations and enhanced the quality of services leveraging a proprietary technology platform, resulting in significant enhancements in both financial and operating performance. Prior to his tenure at BeavEx, Rich held senior positions at Iron Mountain and Pitney Bowes Management Services. Rich earned a BA in Political Science from the University of Georgia.

Tim Canning

Chief Customer Officer

Tim Canning joined LogistiCare in February 2018 as Chief Customer Officer (CCO) with direct responsibility for sales, marketing, government relations and client services. In this role, Tim serves as an advocate for LogistiCare’s customers. Working closely with customers and collaboratively across the organization, Tim seeks to drive the development of breakthrough strategies to deliver an ever-evolving value proposition to key stakeholders and markets. He chose LogistiCare because he is passionate about the mission of compassionately providing vulnerable populations access to healthcare and human services.
Tim brings to LogistiCare more than 30 years of experience in the healthcare sector ranging from startup/early stage to Fortune 5 companies. He has a diverse background with leadership roles in sales, marketing and general management for some of the healthcare industry’s leading organizations. His experience focused on the payer and provider markets, retail and institutional pharmacies, data analytics, manufacturing, and distribution. Most recently, Tim served as President & COO at HealthPlan Data Solutions and as Chief Marketing Officer for Omnicare. Prior to Omnicare, he spent ten years at the McKesson Corporation in senior positions of increasing responsibility within US Pharmaceutical’s marketing and customer operations, culminating in his role as President of McKesson’s Health Mart retail pharmacy franchise. Earlier Tim provided sales and marketing leadership at Pharmacia Consumer Healthcare and Wyeth Consumer Healthcare (both currently Pfizer).
Tim earned a BS in Marketing from Marquette University. He serves as a board member and treasurer for the American Pharmacists Association Foundation and on the Pharmacy Leadership Advisory Board for the University of Cincinnati James L. Winkle College of Pharmacy.

Kevin Dotts

Chief Financial Officer

Kevin Dotts was appointed Chief Financial Officer of LogistiCare in August 2018. Kevin has over 30 years of experience as a finance and accounting executive at multiple technology companies, serving 14 of those years in the position of chief financial officer. Before joining Providence, Kevin served as Executive Vice President and Chief Financial Officer of Birch Communications, Inc. and its successor, Fusion Connect, Inc. since February 2017. Prior to that Kevin held CFO roles at Internap, Culligan International and Earthlink. He began his career at General Electric Company (“GE”) and served in increasingly senior financial roles during his 15 years of tenure at GE. Kevin received a bachelor’s degree in finance and computer systems management from Drexel University.

Neil Singer

Chief Technology Officer

Neil joined LogistiCare in February 2018 as Chief Technology Officer. Neil is a 30 year technology veteran who has served as Chief Technology Officer (CTO) or Chief Information Officer (CIO) for a variety of midsize companies, startups, and divisions of Fortune 500 companies. In each of these companies he has specialized in developing proprietary technologies to generate and sustain competitive advantage for the enterprise. Just prior to LogistiCare, Neil served as CIO for Billtrust, the leading FinTech company in the business-to-business billing and payments space where he led SaaS development, product management, and technology infrastructure.
Neil brings deep experience to LogistiCare in IT strategy, agile software development, platform engineering and operations, information technology service management (ITSM), systems integration, and IT governance.
Neil holds a BS in Industrial Engineering from Lehigh University and is a Certified Information Systems Security Professional (CISSP).

Matt K. Umscheid

Chief Strategy & Transformation Officer

Matthew Umscheid is the Chief Strategy and Transformation Officer. He joined LogistiCare in March of 2018 as Senior Vice President of Strategic Services. He is focused on strategy, partnerships, new products, and M&A.
For over a decade Matt has worked as a senior operating executive, board member and board observer to build value in companies. Matt brings healthcare, software, financial services and business services experience. He has helped define strategy, launch new products, reshape internal processes, and build executive teams with a strong focus on creating shareholder value. Matt has also led carve outs and merger integration efforts. He brings a well-developed playbook in value enhancement and M&A initiatives.
Matt joined LogistiCare from Providence Service Corporation (PRSC), a public healthcare services and workforce development holding company. PRSC is LogistiCare’s parent company. Prior to that Matt was a senior member of the investment team at Parthenon Capital Partners, a private equity firm focused on healthcare and financial services and software, where he was Director of Strategy and Implementation. Matt has also worked at L.E.K Consulting and Arthur D. Little.
Matt holds a MBA from the Tuck School of Business at Dartmouth and an engineering degree from the University of Notre Dame.

Chinta Gaston

General Counsel

Chinta Gaston is LogistiCare's Chief Legal Officer and General Counsel. She is responsible for all legal matters relevant to the company including contracting, litigation, and regulatory compliance. Chinta supervises the in-house counsel staff, manages relations with outside counsel, advises human resources, and oversees the company's compliance function. She joined the company as outside counsel in 1999 and assumed her current position in 2003.
Prior to joining LogistiCare, Chinta was a managing director at Kroll Associates in New York City where she served as a compliance advisor to numerous companies and directed many internal corporate investigations. From 1992 to 1997, Ms. Gaston served as an Assistant United States Attorney in the Civil Division of the Southern District of New York. In that capacity, she represented federal agencies in a wide variety of areas including international public law, constitutional law, and regulatory and business issues.
Chinta began her legal career at Gibson, Dunn & Crutcher in New York City where she specialized in employment and other civil litigation for clients in the health care, finance, media and accounting industries.
She received a BA in Linguistics with honors from Harvard University and a JD from the University of Virginia School of Law. She is admitted to practice law in Virginia and New York.

Chris Echols

EVP of Administration and Operations

Chris Echols joined the LogistiCare management team in 2008 and now serves as Executive Vice President of Administration and Operations. He is responsible for administrative services, pricing, underwriting, claims, and credentialing. He also oversees two state brokerage operations, Virginia and West Virginia. He previously served as the Senior Vice President of Operations for the Atlantic Region. Chris brings nearly twenty years of management experience and familiarity with call center environments. In the six years prior to joining LogistiCare, Mr. Echols was Vice President of Operational Finance for a global market research firm. He also served in various capacities for a firm that provided outsourced call center functions, including customer service and data collection, to telecom and financial customers. His proven skill set includes customer service, data analysis, operational reporting and problem-solving. Chris received a Bachelor of Science degree in management with a concentration in accounting from Georgia Tech.

Andres Salinas

Senior Vice President of Program & Process Management

Mr. Salinas has over 30 years of experience with a focus on management consulting and leading high performing teams that specialize in business strategy, program management, organizational transformation, and operational improvement.
He joined LogistiCare as the Senior Vice President of Program and Process Management in 2017. As a member of LogistiCare’s executive team, he is responsible for the oversight and execution of enterprise program management and process improvement initiatives.
Prior to joining LogistiCare, Andres served in various leadership capacities at McKesson Technology Solutions, Booz Allen Hamilton, and BearingPoint implementing enterprise-wide programs focused on internal strategy, program management, process improvement, and operational efficiency.
Andres earned his MBA in Business Strategy & Marketing from The College of William & Mary (Virginia), and his BBA in International Business from James Madison University (Virginia). Prior to starting his business career, Andres served as an intelligence officer and staff officer in the U.S. Coast Guard.

Jenny Southern

Senior Vice President of Human Resources

Jenny Southern is a seasoned Human Resources professional with more than 25 years of experience in administration managing key human resources functions, including 14+ years with LogistiCare implementing NET contracts and managing all HR-related federal and state regulatory and contract compliance requirements.
Since January 2002, Jenny has held the positions of Director of Human Resources, Vice President of Human Resources and most recently was promoted to Senior Vice President of Human Resources for LogistiCare. She is responsible for directing and coordinating HR activities for 3800+ employees at more than 32 nationwide locations.
She advises senior and line management on best practices, policies, regulations, and practical standards regarding equal opportunity/affirmative action employment, recruitment and hiring options, performance management and disciplinary procedures, employee relations, terminations, and employee benefits. Prior to joining LogistiCare, Jenny worked for Deloitte Consulting for five years as a Regional Human Resources Manager.
Jenny is a member of the Society for Human Resource Management (SHRM) and holds a Senior Professional in Human Resources (SPHR) certification.

Albert Cortina

Senior Advisor

Albert Cortina is Senior Advisor for LogistiCare. In his previous role as Chief Administrative Officer (CAO) , he had direct oversight over finance, accounting and network claims management; contract development, negotiations and implementation; underwriting and contract trend reporting; system and process optimization analysis; centralized facility and purchase management, contract compliance and risk management. He also provides important input into the company's business development and growth strategies.
Albert has been integrally involved in the growth of LogistiCare since 1997. He became Interim Chief Executive Officer (CEO) on January 4, 2017 and remained in this position until Jeff Felton joined as LogistiCare’s full time CEO. He served as the company's Chief Operating Officer for more than five years and served as Executive VP of Finance and Strategic Development, as well as Controller. He was instrumental in rolling up the “any provider billing” State claims-based NET business and in developing, selling and proving out the cost savings and quality benefits of privatization of the non-emergency transportation model to Governor’s Office, Chief of Staffs and Medicaid Agencies. He was key in developing the software management system and business processes used by all LogistiCare operations today to deliver high quality, affordable, medical transportation services. Albert led the transition from the company's original platform and dispatching software to its current multi-disciplined and multi-module integrated proprietary management software of LogistiCAD™ today, which effectively integrates all aspects of NET operations.
Albert came to LogistiCare after holding the Chief Financial Officer position with Premier Practice Management, a multi-specialty physician practice management organization; and its successor, Caremark/MedPartners Physicians Services Inc. Prior to that, he held various executive positions with private physician groups and with the Georgia Department of Audits Medicaid Division, where he conducted Medicaid health and cost report audits on national nursing homes, home health agencies and hospitals.
Albert earned a BS in Accounting from Florida State University, and he is a licensed Certified Public Accountant.
